handlebar risers, is this mechanics?

handlebar risers, is this mechanics?
yo, i'm a newb here.
i just wanted to know if anbody had any ideas for handlebar risers. i got this basic commuter raleigh bike with an adjustable handle bar riser (which i have tried to make a 90 degree negative rise, like inline with my stem that is), fork shocks, seat shock (hard tail), trigger shifter and a rack i painstakingly attached from my old bike and tried to make sure the bolt didn't obstruct my chain and gears.
anyhow i'm getting off topic, my handlebar riser is stock and adjustable which through no more than a year has worn away at the grooves which supposedly allow it to lock in a position but now it slips like butter when i apply my front brake or attempt to ride a curb. but back to the topic, i wish to find a non-adjustable welded handlebar riser that will bring my handle bars to a decent height and closer to my seat so i need not hunch over to turn.. i don't know what size of stem i need, the size of my handle bar's tube or the rise i require for this riser but i shall make a new post stating these in emperial and metric.
PS: i would prefer not using creditcard numbers over the internet so if any winnipeg/manitoba/canada locals know of shoppes i can visit i would prefer that over mail orders.

To get it closer you need a shorter stem (the part between the steerer tube and the handlebars). This assumes you have a threadless (but I've never heard of an adjustable quill stem, so I'm sure somebody will post a link to one

well it may be some time before i get a picture in but maybe my cousin will let me use her digital cam, i could borrow my girlfriend's web cam, drag the bike in my room but then i'd really need to vacuum this dump and i would prefer the quality of a real camera.

And as far as using a CC over the internet or the local store....you are at the same risk if not greater risk at a local store. Good websites have encryption and often don't even have a live person that ever sees your CC number. Local stores, restaurants, etc...have nothing that precludes the $6 an hour individual from writing down your CC number and charging up a storm at some later date.
