How do I raise the handlebars?

Total newbie here. The headset has an Allen head bolt. Is this what I loosen and them pull up on the handlebars to raise? I tried that and couldn't budge it. I then loosened the stem (two Allens) and all that did was spin the stem and bars around the post. What am I doing wrong?

Stop now and read this. You have unadjusted your headset. Threadless stems cannot be raised. If you want the bars higher, you need a steerer extender or more angled stem.

yeah a new stem is probably your best bet. you wont have much play with a threadless setup. maybe a few mm of spacers but other than that not a whole lot of variation is possible.

Thanks for the link and info. I just quickly read up and it does seem I'm going to need a stem with a higher "rise"?
