How do I fix my barrel adjusters for the front derailleur?

So I have a triple road bike and I know there are 2 positions for the front derailleur for the middle chainring (to compensate for cross chaining). I have the 2 limit screws properly set, but I can't properly position the front derailleur. I've tried turning the barrel adjuster near my shifters but no amount of turning (clockwise or counter-clockwise) will move the derailleur.

I just want to fine-tune the front derailleur. Can I do this without the barrel adjuster? If so , how?

And how do I fix the barrel adjuster? Thanks.

Is this a Giant? The inline barrel adjusters, adjust by screwing the two pieces of the adjuster in to or out of each other. When there is load on the adjuster the two pieces will often spin together. Check and see if this is happening. If it is, you can pull the der out to relieve tension on the adjuster, then make a change and check the results.

It's a Cannondale.

The front derailleur is a Shimano Tiagra and the shifter is also a Shimano Tiagra.

I know I'm turning the knob correctly because the rear derailleur moves when I turn the knob.

The inline barrel adjusters are a pain. I have found that if youpull up while twisting the barrel it creates just enough friction to keep the barrel adj from just slidding around on the cable housing.

Yes, but you are adjusting the front der. and you said, "but no amount of turning (clockwise or counter-clockwise) will move the derailleur." That inclines me to think that the adjuster is slipping instead of adjusting, because it will move a fair amount with any adjuster I have used.

Bikes: trek (work-horse), nybike (fixed frankenstien of a bike), DB (mountain bike), Haro (bmx), old raliegh ladies 10 speed now rocking riser bars! with those plus my girlfriend's bikes, that's a lotta metal for a 1 bedroom apt.
