Bulged steerer
I just picked up a Peugeot U08 from the thrift shop, and when I tried to remove the fork it didn't just slide right out. Significant wiggling-while-pulling got it out, and there's a bulge where someone put the wedge in too far. Before I removed the headset, the fork turned without a problem, so it's not bulged so much that it rubs during normal operation. Is there any reason(safety, I guess) why I shouldn't continue using the fork, or is it fine?

If there is no cracking that is visible on the tube, this is an area where
not much is asked of the metal. Forks get in trouble either at the tips
or within an inch or so of the brake mount. A bulge in the wedge area
is not going to be a safety problem. OTOH you will have to live with the
bearing race pressed on the bottom of the tube, you will never get the
old one off or a new one on without some machine work on the bulge.
