Bent seat tube?
 
Having read the thread on the bent top tube on a CAAD8 being a potential safety issue, let me ask this.

I have a 5 or 6 year old Giant Rincon I was going to sell, my kid has out grown it and we got him a new bike. Because the bike was too small he had extended the seat post beyond the recommended limit and this has resulted in a bulge in the top of the seat tube. I can still fully insert the seat post and the clamp holds tight, although it does not sit completely flush on top of the tube.

Is this potentially dangerous? I don't want to sell someone else's kid a hazard.

Any frame deformity is a potential safety problem.

If you can still get the seat post right down into the seat tube, this should be no problem as the seat post will provide the needed reinforcement to prevent the seat tube buckling. Point the situation out to a prospective buyer, and it may require a longer seatpost to get the right fit.
