headset issue...odd sized fork or crown race?

I bought a used 2004 Redline Monocog singlespeed MTB.
The seller included both the original rigid fork and a Rock Shox Judy suspension fork. The suspension fork came installed but I removed it and reinstalled the original rigid fork. Both are 1 1/8" steerer tubes and I assumed that I could swap one fork for the other using the same headset (Aheadset). Everything fits together just fine with the rigid fork, except for the crown race. It slides right into position at the bottom of the steerer tube without needing to pound it on, resulting in a small amount of play in the headset. At first I thought the fork must have been filed or damaged, but it looks to be in good shape. Can anyone explain this? Are there slightly different types of crown races for 1 1/8' headsets? I would have assumed any 1 1/8" headset would work with any 1 1/8" fork.

The only 1 1/8" headset I've ever seen with a crown race other than the standard 30.0 is a cane creek low-stack integrated headset. THey come with a 26.4 crown race.
Are both forks 1 1/8"?
I'd be curious to know what the steer tube measures up to.
