backpedalling mountain vs road

I've always been curious if it's normal or not. When I'm backpedalling my mountain bike for cleaning the chain everything runs smoothly and there's no slack, when I do the same for my road bike the chain develops slack and the rear derailleur moves and the chain falls to a different chain ring. Otherwise there's no problem with the road bike drive train with normal operation. It does the same thing even if the chain cleaning machine is not yet hooked on.

Never backpedal, it's a waste of energy...

That shouldn't happen unless:
1. your RD does not have enough tension
2. your chain has a stiff link and/or is stretched.
3. maybe? your RD has a sticky jockey wheel.
in any case, that's not normal behavior
