is the stem have only one bolt or more?
I guess it dosent matter if you are replacing the bar.
Here is what I do. Cut off the grips
loosen bolts on the brake levers / shifters
remove brake levers / shifters
loosen stem clamp (Or remove the faceplate if its that kind of stem)
slide bar out of stem

Done, bar is removed
To install new bar, repeat in reverse, you will need some new grips if you cut the old ones off or you could wrestle them off... but thats a pain.

kinda like that....

You either have a 4-bolt stem (easy) or a 1 bolt stem (hard)

4-bolt: Remove 4 bolts with with allen key. Handle bars fall off. All you need to do is remove the extras.

1-bolt: Romve/loosen 1 bolt with allen key. Remove all extras from bar. Snake bar off by rotating and maneuvering it untill it comes off. (PITA)

how old is this 'Viper'?

I was thinking MTB bars.... yes road bars are a PITA to put through a 1 bolt stem

Diamond Back Viper is a BMX bike. This should be easy, I just looked at my son's Viper and it is a 4 bolt stem. Remove the 4 bolts to remove the handlebar. Cut off grips and loosen the bolt for the hand brake. To intall the new bar reverse the order,
