adjusting Tektro Oryx Cantilever Brakes

I haven't been on my bike since I joined the Navy so now it's time to get back into it! One problem though, I was never very good at fixing bikes but I'm all set now except one problem. I have Tektro Oryx Cantilever Brakes in the front and while I'm sure they're very easy to fix I can't seem to get it. I was assuming there was a bolt I could loosen to draw the pads farther away from the rim but there doesn't appear to be one. Everytime I put the cable on and tighten they squeeze the rim, then when I loosen them the brake lever is loose and doesn't do anything. Can anyone help me out here?? Thanks!

No return on Oryx

You may have your cable kinked at the brake lever? Or the return spring on the canti may be missing or disconnected.
