Strange Rigid Fork Drop-out Solid not open

I am looking for a strange item around these parts. Anyone ever come across a rigid fork that had fully closed dropouts, or is this a thing only in the realm of suspension forks? Let me know if you have.

Something like this...

They do exist on some older bikes, probably including track bikes. I believe the function is that you gently spread the fork a little bit and then the axle nuts will close it again.
