How wide a tire?

Now that I'm finished with my bike (pics to follow in a later thread) I'm building one for my dad. I have a spare set of Alex R500 wheels I can use, but I'm not sure if I should. Here's the dilemma.

I want to give him a wider tire...probably 32mm at the narrowest. The rims I have are 15mm.

According to Sheldon Brown's ever helpful website, that's at the outside edge of what's good to go. However, not to doubt the previous source material but Mavic's website for all of their 15mm wide rims specs no wider than 28mm tire width.

What say the collected members here? If you don't recommend this size pairing, can you recommend an economical "touring" size rim?
