A Simple Bulge in the Rim...?

I recently purchased an oldschool Schwinn World Sport road bike and noticed there is a spot on the rim where it "bulges" outwards. When the bulge rotates around it slightly scrapes the brake pads. I don't know if this was a wise move, but I tried to take a pair of pliers with a towel on the rim and squeeze it back into position. I was making progress but decided to stop and ask on the forums here before pursuing it further. I don't want to damage or "compromise" the rim. Has it already been compromised? Any info is appreciated on how to fix this, and if it's dangerous to ride on.

If it's one of the earlier World Sports with steel rims, it can be carefully bent or hammered back into shape. The bulge is most likely from hitting a pot hole or curb with under inflated tires. If the rims are aluminum, then it maybe should be replaced.

Probably is from impact and probably also is has a flat spot in that area. Spoke tension will be loose there and the wheel less strong. Your decision how to balance cost for replacement vs. annoyance of flat spot.

Grab the section that is bent out with a large adjustable wrench and carefully bend it back in. Then use a mill bastard file and file the braking surface of the rim till it is smooth.

Yup, just take a crescent wrench and bend it back. This has happened to me twice. The first time, the LBS fixed it for free this way. The second time, I did it myself.

I finally figured out that I needed a floor pump and underinflated tires were the problem.
