is a modification to crown race seat possible

I have an olde Bianchi frame I am tryint to build up for my lady. I have a nice campy headset i wanted to use, but he fork crown race is 26.4mm and the seat step on the fork crown is 27, someone mentioned it can be shaved down to the correct size. Is this true and what is the best way to do it? Or does campagnolo make a 27mm race that i can get.

This can be done, but to do it properly requires a very expensive special tool. Most high-end "road" shops will have the tool to mill this down.

If you just bring in the fork, it shouldn't be very expensive to get it done. Call ahead and ask if they can "mill the fork crown seat down to Campagnolo size."
