Help with tightening rear derailleur pulleys??

Hi,
I'm working on an old XT derailleur and had to remove the pulleys to clean them. Upon reinstalling, I find that if I tighten the bolts securely, they compress the pulleys enough to lock them up and they won't spin. Obviously I don't want to leave these bolts loose, so I'm a little confused.

Are you not supposed to tighten the screws all the way?? I know these screws typically come with loctite or something on them, but I didn't know if that was to keep them secure, or so you don't have to tighten them all the way but they still stay secure.

Any advice would really be appreciated.
