Ok, I don't see why you can't turn the bike upside down and pour the ammonia down through the fork crown.
Pull out the stem binder bolt, seal the hole, flip the bike, fill the steerer tube with said liquid.
It'll slowly run out, as it works its way pass the stem. Keep adding more amonia. This way concentrated ammonia is constantly passing the oxidated stem.

Anyway - it didn't work for me. I used soem Gaff/Duct Tape and got a pretty good seal - poured in some 'cloudy ammonia' and left it for a few days, reapeat. still no movement on the stem.
I ended up giving the bike to some guy who soaked the front of the fram in a bucket of inddustrial drain cleaner - whcih apparently pretty much disolved the stem leaving a sludgy mess. - but he got it out.
