Loose fork?

I installed a stem riser yesterday, with a moderate amount of difficulty. I'm pretty sure I got it more or less right (though crooked--that can be fixed). Now though, my fork seems loosely attatched to my head tube; it jiggles. I'm sure I've forgotten something somewhere along the line. I have two little plastic washers/"frisbees" that I've forgotten where they go but I don't think they're the reason why my fork isn't properly attatched.

Any advice?

Think again and go to www.parktool.com to learn how to properly adjust your headset.
