Many people do not want loud hubs but it sounds as if you WANT a loud hub. Perhaps you should specifiy that if it is in fact true. Then others can help you better.

If CK or DT is too expensive then why would anyone mention Phil Woods???? Phil Woods probably are the most expensive hub you can buy.
Assuming your inquiring about road hubs, Campy and Shimano make very good hubs that roll smooth and last a long time; plus you can choose a hub according to your budget. If you want a reasonable priced hub then look at Shimano 105, if you can afford more then go with Dura Ace; Ultrega is inbetween those two but you don't gain enough over the 105 to justify the cost so you might as well jump to the Dura Ace.

The thing I like most about Shimano hubs is they are so easily repairable. The weak link on most hubs is the freehub mechanism. Chris King uses an alternate mechanism that has fewer moving parts and, consequently, is less likely to have problems. Shimano uses an opposite approach and makes the freehub mechanism easy and affordable to replace.
