Do you know of a bike building website?
Just looking for some tech info on how to build up bikes. I could ask my questions here but prefer to read up first. Thanks.

I'm looking at old steel frames to clean up and paint. Then, I want to add a full Ultegra kit, carbon handlebar, slick headset (I don't even know what that is but they're mentioned a lot here on BF), compact crank, etc. I know how to fix a flat, add pedals, install a cyclocomputer but that's about it.

There's more to building a bike than a step-by-step tutorial.. every build is different, and in each build different skills are used to solve different problems or challenges. I'd suggest picking up a nice book such as Zinn's from your LBS. Also, it helps to start learning by taking apart cheap bikes and putting them back together.
As for your idea, it sounds interesting - how old of a steel frame are you wanting to build up? There's a lot of crappy steel frames out there, some that will be a pain in the ass to clean up, paint, and build with modern components. Older steel frames don't always mesh well with newer components; they're often drilled out for different styles of brake bolts, use antiquated seatpost binders, etc. etc. To me it just seems slightly nutty to build up an old steel frame with an Ultegra set and a pair of carbon bars. Then again, I may not be thinking of what you're thinking of.

Picking out a generic old used steel frame is not a good idea for a first build, unless by old you really mean 2 year old steel Vanilla or something REALLY nice. There are a lot of different pitfalls and possible compatibility problems with older road frames and putting on the latest and greatest.
Given your level of indicated mechanical skill, this could possibly be a very expensive and frustrating build. I don't want to sound discouraging but like pantani said, it isn't really as simple as following a step by step tutorial.
