Rear wheel slipping on dropouts - Hublox skewer is crap?
On my old Prelude I have a problem with the rear wheel slipping on the dropouts. More specifically the drive side is pulling forward (makes sense) and with the tight frame clearance I end up rubbing the tire which makes for a really annoying morning commute. The skewer seems very comfortable in that position, its actually difficult to get it all the way in to the back of the dropout. Is this just a matter of my crappy skewers (Hublox) not clamping tight enough? The axle does not stick out past the frame, checked that already. Any other ideas?

Try a genuine Shimano skewer. Skewers that have a hidden, internal mechanism grip more tightly and make more difference than I'd ever imagine.

Also be sure that the axle does not extend even as far as the outer surfaces of the dropouts when the skewer is closed. If it does then you're clamping to the axle instead of the dropouts.

I actually read your entire post, so I won't suggest that your axle may be too long.
I think you just need to get some non-crappy skewers. Any Shimano skewer will do, but be sure to get the right length for the rear.
