Thats funny I came on the site to find the same answer. I have 700 x 23 tires and somehow ordered 26x 18-25 tubes I was wondering if I could stretch them to fit or not.

ok, here goes.
Im running a 2.6" tire on the front of my mountain bike. and a 2.35 tube. No flats yet this season (fingers crossed for the rest of the season)
On my Trials bike, I was also running 2.6" tires, with 2.35 tubes. no flats there all summer, until I sold the bike.
Ive also run smaller tubes on my road bike, without issue. No more or less flats than using the proper size.
