Spoke Length
Should there be any problems using 291mm spokes in lieu of 290's? I am doing a cross 4 pattern. Got the length from measuring a broken spoke and I have gotten two 290's from the LBS when I broke them and they measured the broken one. I would buy from the LBS but they want too much when I am relacing the entire wheel (48 spoke tandem).

The risk of having spokes too long is that you might run out of threads before reaching the target tension.

Imm extra will not affect the build as long as the rim is double-walled. Go for it but make sure the spoke tensions match of the spokes on each side are the same asthe others on that side (pluck with fingernail to get a tone and match it with the new spokes).
