Smalles cog play on spline

Hi all I just bought a new shimano 13-23 7 speed cassette. When Installed and after I ride it for a bit the smallest cog can move just under a mm forwards and backwards on the freehub spline. This is not the result of the lockring loosening as I torqued it down pretty tight. I also tried removing the lockring, greasing it better and then torquing it down tight. Same result. Is this normal, or is it a potential problem?

I found the old lockring and put that on looks like problem solved.
