Cleaning External Bottom Bracket
Is there a way to do this, and what is the proper way? I have a Sugino if that makes any difference.

i have no personal experience with sugino external bottom brackets but if they're anything like the shimano units, they are not meant to be opened and serviced.

External BBs are not easily serviced. They require tools to press out the spacer and bearing. The spacer(not every BB has this) is pretty brittle and you can not push it out with a screw driver, it will crack. You can't even push a new one in with out the proper tool.

Phil Wood sells replacement bearings for externals and also sells the tool you need to press out the old bearings and put in the new ones. The tool alone cost $100 the bearings are $50. You can buy a new Race Face external BB for around $30. I don't know about a Sugino but I bet it is close in price.
