Removing Old Crankarms

I'm trying to remove these old crank arms off of a Ross Eurosport, and I'm running into a slight problem. I've loosened the nut on one side, but I'm not sure what to remove next. I'm assuming I need to take a spanner and remove the outside hold on the other side, and I've tried a bit, but it's not coming off easy. So I wanted to ask and make sure it's what I should be doing.
