Campy Record FD - double throw to shift?

Hello!
I am installing a campy record front derailleur and it is supposed to be compatible with double and triple setups. I notice that I have to throw twice to shift to the big chain ring, but only once to downshift. Is this the correct behavior? IF not, how do I fix this? I've been reading the service manual that comes with the derailleur, same as the one on the campy website.

Is the crankset double or triple? If double you should be able to shift either way with one sweep of the shifter unless it has been trimmed to the extreme left side, at least that's the way the shifters I've used work.
With all of the cable out of the shifter and the FD closest to the frame there should be no slack in the cable.

I kept playing around and I was able to get it to shift in one throw to the big chainring and back down in one. I can no longer throw twice to get up to the big chainring.
