Felt Z35 Shifting Problem

I hope someone can help me so I can help my friend. My friend Chad bought a brand new Felt Z35 2007 bike at the LBS. Since he bought the bike months ago, it will not shift from the small to the larger chain ring. It has always had this problem. The LBS has worked on it now for about a month and they can't figure it out either. I keep telling them its the FSA compact crank and that they should replace it with a Shimano crankset. Trouble is the bike is under warranty and FSA and Felt keep telling them to replace it with another FSA crank assembly, another Shimano 105 rear derailleur, front derailleur and shifters. The LBS has tried all this and it still will not shift correctly. If it wasn't a compact FSA crank I would have replaced the damn chainrings with some that I have which are Ultegra. I did this before on another Felt with a Truvativ crank and it solved everything. Now this is my opinion on what I think will fix the shift issue. Does anyone else have an idea? I really feel bad for my friend who just spend $3000 with upgrades on this bike and he can't use it. Please shed some light on this most important request.

Id say get yourself a 110 bolt circle shimano chainring and bolt it up as it will shift better than the FSA rings. Shimano has the pick up ramps dialed in on their rings like nobody else. The other option is to back the hi set screw on the front der out a little bit at a time untill it shifts cleanly without jumping over the big ring.
