Bought wrong size clamp on derailleur, do they make adapters

i have a shimano ultegra clamp on derailleur, size is 31.6 but it turns out I need the 28.4. Do I have to buy a new one or can I find some kind of adapter?

Wrap your seattube in friction tape (cotton cloth with a friction coating, it's cheap at your local hardware store) until your calipers measure 31.6.

My understanding of the recent Shimano derailleurs is that the body is removable from the clamp; AKA you could go to the LBS for a different clamp and just remount the body of your FD. That said, I don't know that this is the case.

This is indeed the case. Just go buy a new $5 clamp in the size you need.
