Salsa Delgado Cross -wheel build

A friend brought in a bike with a new rear wheel he had built by a LBS. I notice lots of curve in the spokes. The rim looks to have alternating spoke holes- one set in the center and one off to the side all the way around. Would the spoke curve happen from mixing up the left and right sides- one spoke wrong from the get go? Should he take it back to have them fix if so?

Whoever laced the wheel should know enough to get the spokes in the right holes...but if he didn't, then yes- he should have them fix the problem. Doesn't seem likely at all, though.
