Rebuilding Campy Cassettes

Considering the cost of campy cassettes, can they be rebuilt by changing only the cogs that skip? If yes where can the individual cogs be obtained?

You could try using Miche cogs. They are available individually.

Branford Bikes carries them online but you may find it is cheaper to replace the whole cassette than more than a few cogs

They are also nowhere near the quality of Campagnolo cogs, unfortunately. You really do get what you pay for.

Also, make sure the freehub bodies are compatible with whatever you buy! Campagnolo has several different freehub spline patterns, and I've had a Miche 8spd cassette not fit on my Exa-Drive freehub.

Yes, you can.

All 9spd and 10spd spline patterns are the same.
