28mm tires on rim with 19.6 mm width

Hi All!
Sheldon say, that normal combination tire/rim(interior width) is 28/19. I have Remerx Panther rim with 19.6 rim interior width. Can i use this rim with 28 mm tire?

It should be fine, I wouldn't go any narrower than that, however.
