What's the frame made of? If steel, the repair is fairly straightforward. If Al or Ti, you need a real specialists to do it properly. If it's carbon, you need a REAL specialist.

Theoretically, an Al frame can be repaired by welding but it requires an expert to heli-arc the thin tubing and the frame should be heat treated after the weld. And, when that'all done, it will have to be repainted.
Unless your bike is a particularly valuable or rare item, it's probably not worth the trouble and cost.
BTW, Trek and Cannondale have lifetime warranty coverage and/or crash damage discounts on their Al frames so, if you have one of these, your LBS may be able to get it replaced under warranty or at lower cost.

If its just a beater bike you could just run a bead along the crack and then ream out the seattube once its cooled.
Thats what my buddy did to a frame he broke (he warranty it and they let him keep the frame). Now the previously broken frame is just his beater bike polo bike
