twim hollow velcoity rim - rim tape

I'm having trouble fitting usual road bike wheel rim tape to velcoity twin hollow rims. Can anyone assist please?

What is the problem your having?
The tape has to be stretched over the rim. Some tapes are harder to stretch than others. Is it rubber or plastic? The plastic ones like Michelin are harder to stretch compared to rubber ones from Vittoria.

It's hard to help out if you don't give any additional info.
