Can I redo the clear coat on my carbon handle bar?

I picked up a used FSA K-wing carbon handle bar. The graphs are kind of shot and the clear coat is scratched. The scratches are not into the carbon and the bar is in great shape other wise. I want to remove the graphs and spruce up the shine.

Can I wet sand with like 800, 1000 then 1500 grit and redo the clear coat with a can of clear coat spray.

Is this clear coat some special type?
