how do I measure for tires/fender combo?

Hi,

Apologies if this information is somewhere obvious, but I've looked and can't find a clear discussion. So could someone please tell me how to measure the openings in the brakes to see what size fenders and tires will fit? I think I can figure out the fenders themselves, and I know to leave space (10 mm?) between fender and tire. But how do I know how HIGH a (say) 700 x 32 tire is? Or, more to the point, how much they stick up out of the wheel channels? Thanks as always.

There are too many variables to calculate accurately.

Sure method: Mount a tire and measure.
