Front brake binding

The front brake on my road bike keeps binding on the wheel on one side, which is somewhat distressing when you are riding uphill with the wind against you. I've tried loosening the brake a little, and in a moment of desperation I even moved the lever on the side of the break all the way up briefly. It's as though the whole housing of the front brake is shifting with bumps -- I can move it back into position and then it's fine for a while, and then it sticks again.

Apologies if that's a stupid question, but can I just tighten the bolt that attaches the front brake to the frame, and if so do I tighten the allen bolt at the back, or the circular ring at the front? And if it's the allen bolt, do I have to take the front wheel off first, or can I somehow get an allen key in the gap between the frame and the fork? Or is there another answer?
