31.8mm clamp, 1" steerer stem?
Do they make any stems that will fit a 1" steerer but uses an oversized handlebar clamp (31.8mm)? I don't want a 1 1/8" stem and a shim. My headset is keep loosening up everytime I go on a ride and the only thing I can think of is that the 1 1/8" stem that I'm using with a shim is not getting tight enough around the 1" carbon steerer tube. I tried buying an Alpha Q compression kit so I could just use that but the internal diameter is too small, I'm currently using one of the plastic profile compression plugs and it's not doing the job however I have not been able to find any other compression plug that will fit, FSA and Reynolds seem to be too large for the internal diameter of the steerer tube. It's a 2002 Bianchi XL Boron frame and fork.

Something isn't right in what you are doing. There is no reason a 1-1/8" stem with a shim shouldn't be able to hold the headset adjustment if used properly.
I agree that a small spacer above the stem will assure the steerer doesn't bottom against the top cap before the adjustment is correct. Also, a 1" top cap should be used rather than a 1-1/8" top cap with the shim in place if a 1" spacer is used
