Is it possible that my lockring is at fault...

Is it possible that my lockring is at fault for causing this terrible grinding noise?

Scenario:

While pedaling with any sort of force, a downstroke on the right side causes a horrible grinding (metal on metal) noise and vibrates the bike all the way to my seat.

Things I have tried to remedy the problem:

1. Search the forums for previous posts.
2. Grease Seat Post
3. Grease Stem
4. Swap pedals with a different bike
5. Install new bearings/grease
6. Install new BB cups

This is a 70's Schwinn with a one piece crank. When I installed the new bearings I realized there were was some denting/scraping of the BB cup on the bottom, right side. So I ordered a BB set from my LBS and after I got it, I realized that the threads are different on some old schwinns. Not 24 threads per inch like the BB I got was made for. So I just installed the new cups and bearings and left off the new lockring and nut and used my old set. Noise still exists. Should I get a new crank so I can install the 24thread lockring, or try to find a new lockring for my existing crank? I suppose the crank could be bent, but it doesn't look like it at all.

Thanks,
-adam

EDIT:

As this is my first BB install, I am not sure if the parts in my BB are all there. The set I purchased had a a different lockring-esque part, and another washer.

My setup goes like this, from left to right:

Pedal - Sprocket - Bearings - Bearings - Lockring - Washer - Nut - Pedal

Is that normal?
