He's probably talking about the expansion plug, but there are a few proprietary starnuts in CF steerers, notably Cannondale. You should be able to tap down the expansion plug (gently) with a socket of piece of pipe.

If it is an expansion plug, there should be a allen bolt or nut that can be loosened to allow it to move easily and be retightened in the new position. These things are usually easily removable and reusable.

Take it to a shop...any mistakes will be much more costly than the few bucks you will pay them to do the job. They have the proper tools to cut the ST without buggering it up.

THANK YOU HillRider,
I got it out with an easy hit(RubberHammer). It has no allen..- it is fixed with Top-screw thread!! (extens as more screw in)

THANKS -more question SID-WC ?

On my fully (Cdl Jekyll 2001) I changed Crankset to XT-Hollow.I, and somehow it seems not as wide as before(orig.=Coda). I have hard time measuring wideness of Cranks. Is it possible? is different? BottomBracket is 175mm. Can I install "distance Rings" ???
On Hardtail (XTR-Hollow.II>2004) I have 2Rings on left & right side ?? Is it standard(normal) ??
--THANKS--for HELP-- dcCore {SORRY 4 my bad ENGLISH}
