Another question is there seems to be a gap between the lower race crown to the lower cup, such that the lower ball bearings are exposed a little bit. Is this normal? is it supposed to be covered with a seal? This is a super record 1" headset.

I'm new to bike maintenance and I'm not completely sure how the bearings function against the steerer tube. Thanks.
