huh?? 1" steerer tube neck-down towards race crown

I have a 1" threaded fork, where the steerer tube kind of necks down towards the lower race crown. see the first picture. how come? How was the
    racecrown installed/removed?

Another question is there seems to be a gap between the lower race crown to the lower cup, such that the lower ball bearings are exposed a little bit. Is this normal? is it supposed to be covered with a seal? This is a super record 1" headset.

    This is the picture:

The crown race is sitting on a collar, and will slide up over the steerer if you pull it off the collar.

Hi, I have a related question. If the steerer tube just above the collar has a slight flat spot will that affect the bearings or headset so much so that the fork cannot be used anymore? I'm new to bike maintenance and I'm not completely sure how the bearings function against the steerer tube. Thanks.

The steerer tube may be flat, but you only have a problem if the crown race is out of round.
