Paul Neo-Retro Cantilever Brake Set Up

I installed a set of the above mentioned brakes on my bike w/ Kool Stop (Orange) Mountain pads and am getting quite a bit of chatter from the front fork. I installed with the pads flat against the rim per the instructions. Any tips for smoothing things out?

Try some toe in. Use some card stock so the back edge of the pads is spaced out about 1 mm when the front edge is just touching the rim.

If that doesn't help or even makes it worse try angling them with the packing at the front.
