Rear Derailler B tension assembly

The tab on my 2000 XTR B tension assembly broke off. I had an older derailler with what looks to be an identical part, and removed it by pulling out the tab holding it to the mounting bolt. I also removed the tab on the broken one and do not seem to be able to get the correct orientation on re-assembly. It looks like I need to rotate it against the spring tension before inserting the tab washer to hold it in place. Is there some trick to this assembly. Does it need a special tool? I checked Shimano's WEB site but could not find any instructions.

Thanks for any suggestions.
