Front brake vibrates when engaged

So, I got my brakes tensioned correctly. However, when I engage my front brake, there is a vibration that I feel. Is the pad not lining up properly? Does the pad just need to be broken in?

Do you have the pads toed in so that the trailing edge hits the rim slightly before the leading edge? If the leading edge hits first the pads will shudder when contacting the rim.

You could try cleaning the rims. If the brake pads are Shimano I'd replace them with KoolStops.

What kind of wheel you running? My 14h shamals will shudder at a specific speed with some brake applied, no way around it.
