Installing old Campy downtube shifters

I have an old set of Campy downtube shifters like the ones in this ebay auction - item # 270269247935. My set has the same number of pieces and always thought I was missing something. What is the proper installation order - square cutout stop, plastic washer, shifter, thin metal washer, outside plate, screw ??

Seems like the steel metal washer would rub against the alum shifter.....

The washer does rub against the shifter. You need it to for the required friction for it to hold it's position against derailer spring tension.
