I have a Giant OCR2 that came with 700x26 Kenda Kontender tires. I am having troublle finding replacement tires in this size and was wondering if I could install 700x25 or 700x23 tires on my rims. Also what if any impact would these tire sizes have on ride and safety?

You can easily go to the 700 x 25. You might notice a bit harsher ride as you go smaller, that is about it.
