New tyre compatability woes

Hey folks -
Yep, you guessed it I'm a newbie; but I've been riding on a lumpy tyre for 2 months now and it's starting to do my head in!
I have 26 inch wheels on a Claude Butler mountain bike (no sus) and as I ride to work every day I changed the tyres to Continental UltraGator skin rigid bead Road Tyre 26 x 1.125 for the SPEED!
However, try as I might I cannot fit them without there being a lump in the tyre when I inflate. I have bought Specialized Presta 26x1.0/1.15 inners.
Do I need a different width wheel? Do you know how I can inflate successfully? I have managed it once, adding to my frustration...
Please help!

When you install the tire, push the valve stem up into the tire so the bead can seat properly.

I'd only add that you don't want a short-stem Presta tube. Get one with a 48mm - 60mm stem so you can easily seat it flush with the inside of the rim.

lumpy tyres

I used to get this regular on my MTB with slicks.

First thing is to run you eye all around the rim and notice if the bead of the edge of the tyre is fully out of the wheel. I found that it looked as if a little bit on each side was stuck in so the tyre was lumpy and wobbly. I used to have to either

a) over inflate the tyre to literally 'pop' the lip of the tyre fully out ....sometimes over double the rec limit...very scarey and once burst the inner tube and tyre
b) run my finger around the edge of the tyre with washing up liquid/soap etc to ease it out ...this always worked

It (either) will usually work
