Kool Stop Pad Set Up: To Toe or Not Toe

I am installing a new set of smooth post Kool Stop salmon canti pads on an older mountain bike. Normally I would toe pads in using the Park rubberband method. These pads have an "angled plow" on the rear to remove debris while braking. If I toe the pads in then the plow would be rendered usleless as it would hit the rim last rather than first.

1. Does this "plow" actually work?
2. Are the pads to set up flat to the rim intead of toed?
3. Skip the "plow" and toe in as normal?

I toe mine in until they stop squealing. Yes the front of the pad contact the rim first, but then the back portion contacts in a fraction of a second later - allowing the plow to plow whatever it is. The pads are somewhat flexible. Get down low and look at them in action. Unless you toe them in way to much, the whole pad will make contact during the braking operation.

...causing them to "shudder," which causes squeal.

Yes the plow lip actually works. I set mine up so that edge touches at the same time as the front, which gives you a proper toe in angle for the other 99% of the brake pad. It basically serves as a toe-in gauge as well as a debris wiper.
