Help with my rear deraileur

Basically I think I screwed something quite simple up when realigning my chain after changing my back tube for time (flat). And every time I move my chain up from the smallest cog, it falls back down after any kind of heavy pedaling.

I tried putting it on a bigger cog manually and it just falls right back down.

Also when I shift to the smallest cog from the 2nd, it takes 2 shifts from the hoods.

Advice on how to fix this? Sorry if im vague.

It's all in the cable length. Go to the Park web site or google for how to adjust your gears. Then there's always your lbs.

What type of shifters do you have? If they are downtube or barend friction shifters, tighten the tension bolt.
