Trek 1000c Stem screw locked?

Trek 1000c Stem screw locked?
Hi all,
This may be a stupid question. My Trek 1000c's stem has a joint so that it can be adjusted up and down. Seems like a cool idea. On either side of the joint is a hex screw. One side can be removed and the other is frozen totally solid. There's a little sticker on the screw that's partially worn off saying something about the tension set at the factory. The bike was used but I have the manual and it says nothing about this adjustment.
I'd like to drop the angle a bit but can't budge that darn screw (even with a really long hex key for leverage).

Those adjustable stems are troublesome gimmicks. I would suggest just abandoning it. Take the bars off that stem and put a new one on that gives you the height and length you want.

Is there a screw facing forward on the lower section of the stem? IF there is, put that first screw you removed back in, then loosen this screw to adjust the angle. You may need a rubber mallet.

Yeah, I have the same type stem on my Giant MTB and one on my comfort bike. Look on the bottom side of the forward facing part of the stem for an allen head screw. I fought like hell trying to get one of the side screws loose and it never did come loose. It finally occurred to me to look on the bottom side of the stem. Loosen that screw and put the stem where you want it.

Before you start whacking things, check to see if there is another bolt to loosen.
If not the other bolt may be keyed. Put the bolt back in and push inwards so you push out the otherside.

Dang! OK...that bolt has nothing to do with the hex nuts I'm trying to loosen. Tried it...(it's almost an inch away)....but nothing.
