Bottom Bracket spindle width question

Bottom Bracket spindle width question
So I've got a road double on my 1999 Gunnar. Its a Shimano FC-5500. This should be inboard cartridge type bearings with a 109.5mm spindle right?
Supposedly my bike came with a 118.5mm spindle and a triple. The extra 9mm should be for the extra chain right right?
I just wondered whether the spindle width varied with anything other than the number of chainrings.
I was also thinking of converting to outboard bearing style bottom bracket and wondered if the spindle width was important in this style of BB.

For Octalink (the 5500 is) cranks doubles require the 109.5 and triples require the 118.5 mm spindle. For outboard bearring cranks (5600, etc) the spindle is built into the crank arms and you have no choice to make.
