Tire seating problem

Tire seating problem
When I inflate the tire on my rear wheel, there is a 'flat' spot. The tire seems to not seat properly on the rim and when it rotates it looks like there is a dip in the tire. I tried removing and remounting the tire, and deflating and riding on a low psi to get the tire to properly mount but it still is off. When I ride I can feel the spot on the tire. It ws fine before I replaced the tube, so it isn't the tire and rim. Any advice is welcome as I don't really know what else to try. Sorry for the poor description of what is wrong.

IS it near the valve stem?
IF so, you may have to "manipulate" the stem a bit so the bead can slip down around it.
IF not, use a bit of liquid dish soap as a bead lubricant.

you can grab the tire at the spot and "roll" it a little to bring the bead up. Don't go too far, you'll blow the tube.

Inflate to 10lbs, then work both bead with your thumbs all the way around. Inflate 10 lbs. more and repeat working the bead. Keep repeating until you get to the proper pressure or tire is seated correctly.

I apply some soapy liquid...409 spray, Windex, Armor All, whatever is handy to lube the sides of the tire. I inflate to 80 psi (I do this on 35 psi BMX tires) and work the bead a little to see if it will pop into place. If you do this wrong the tube will pop out and get as big as a basketball before it explodes in a deafening boom, so be careful. Once seated, let some air out.

I wouldn't suggest Armor All be used on a tire. I've found it prematurely ages rubber and can turn it into dust long before it's time.
